Simple – members of Congress do not require Executive Branch granted security clearances. They have access to classified information by virtue of their constitutional role.
Bass may or may not have been the subject of a complaint based investigation, but failing that she could easily have reached this point in her voyage without ever having been investigated for possible foreign intelligence ties.
