Children in Britain who are 17 years old or younger, as well as future generations, will be prohibited from legally purchasing cigarettes following the approval of new legislation aimed at reducing tobacco use.
The Tobacco and Vapes Bill introduces a phased increase in the legal age for purchasing tobacco products. It will raise the age by one year each year, starting with individuals born on or after January 1, 2009, effectively creating a lifetime ban for these age groups.
The legislation, which is awaiting royal assent, also establishes stricter regulations on vaping products, including a prohibition on sales to individuals under 18, alongside restrictions on advertising, displays, and discounts.
Health Secretary Wes Streeting described the passing of the bill as a historic moment for public health in the UK. He stated, “Children in the UK will be part of the first smoke-free generation, protected from a lifetime of addiction and harm. Prevention is better than cure – this reform will save lives, ease pressure on the NHS, and build a healthier Britain.”
Tobacco use remains a significant public health issue, with estimates indicating that smoking contributes to approximately 64,000 deaths and 400,000 hospital admissions each year in England. The financial burden on the National Health Service (NHS) due to smoking-related issues is estimated to be around £3 billion annually, with broader economic costs surpassing £20 billion.
The new legislation also addresses vaping, amid concerns regarding youth usage and nicotine dependence. Last year, the government banned the sale of single-use disposable vapes in response to these worries and environmental impacts. The updated law will grant ministers the authority to regulate the flavors and packaging of tobacco and vaping products.
Currently, around 10% of adults in Great Britain, or approximately 5.5 million people, use vaping products. Data suggests that usage rates have stabilized since 2024, indicating that growth in the number of vapers may have plateaued. Notably, about half of vapers are former smokers, while around 40% continue to smoke alongside vaping.
