Absolutely. Of course, there may be evidence which cannot be revealed for good reasons. The surreal aspect of the situation is that neither the Western powers nor Russia appear to have put any evidence whatsoever into the public domain — or made any serious attempt to provide coherent reasons why the evidence they supposedly have cannot be disclosed.

Maybe they don’t want to reveal so as to pressure the perpetrator to conform to a new reality on the ground?
Of potential perpetrators, I see four:

Bar Bam Bambi did because Iran would have to respond which would lead to Uncle Samuel whacking Iran, (31%).
