The letter of 26 August 2019 from the Inspector General of the Intelligence Community to Joseph Maguire, the Acting Director of National Intelligence, about the complainant's letter and appendix, was also released (7 pages)–
Joseph Maguire (Vice Adm., ret.) is testifying before the House Intelligence Committee.
Update, 1:52 p.m. The complaint was most likely written by a lawyer, or a lawyer helped the person write it. The main clues are the use of the term "inter alia" on pages 2 and 4, and the wording of footnote 1 on page 2.
